A woman who reported that a man was taking photos of her daughter Tuesday at a Montgomery County Starbucks said an employee told her the store could not ask the man to leave. The woman, who did not want to be identified, told NBC10 that the employee at the coffee shop in East Norriton Township allegedly said the man had "been here all week doing this but we cant ask him to leave." The employee may have been referring to Starbucks' new "Third Place Policy," which encourages employees to allow people to "gather" and "connect," but also lays out guidelines for how customers should behave.

For as long as I can remember, you could walk into any McDonalds' anywhere in the world and use their restrooms without purchasing anything.

It could be a “street photographer” doing his thing, quite innocently. The art form of Cartier-Bresson, check him out.
And he did a lot of work in cafes.
Still very popular.
Granted the modern world is much less innocent than when Cartier-Bresson was wandering around with his Leica.

I was at our local public library years ago and a man had porn pulled up on one of the library computers and was rubbing his crotch while scrolling through pictures. I complained to the librarian and she said it was his 1st Amendment right to do that. The world has gone crazy indeed!
That was In Morristown and he sued and won $40,000. Then he said the first thing he was going to do was go on vacation. He eventually went back to the library if I recall correctly. Think he went to Disneyworld.
