You are most correct, and I think that the insight about the scribble could be spot on.... however, FWIW, it was the London embassy not Jerusalem embassy. Both stories current at the time, and easy to mix up.
This says (scribble) "many". Note that the horizontals are part of the original scribble not overwritten scribbles.
There never was a "Donald" to scribble and if you were to scribble halfway through you wouldnt scribble your first name yet finish your surname and most certainly not leave it unscribbled if you did.
It doesnt appear to be "Donald" (scribble) upside down.
That leaves us with the signature of "(intentional scribble) (obscured)many".
