Director of the Federal Bureau of InvestigationThat contradicts Q. Perhaps he means that the head of the FBI reports to RR on matters involving the 2016 election and Russia, the matters which Sessions recused himself on.The Director of the Federal Bureau of Investigation is the head of the FBI, the United States' primary federal law enforcement agency, and is responsible for its day-to-day operations. The FBI Director is appointed for a single 10-year term by the President of the United States and confirmed by the Senate.[1][2][3] The FBI is an agency of the Department of Justice.[4] Since the 1920s, the FBI has been supervised by the Department of Justice and the FBI Director has answered to the Attorney General.
The Attorney General may delegate authority as he sees fit. That's part of his management duty, however, he is still the buck stops here guy. As you can see the Wikipedia article merely says the Director of the FBI "answers" to the AG, not who is his immediate day to day supervisor.
