Some are not Deep State, but merely leveraged. If you can remove the leverage, you can free them. I would think that a large percentage of them can be saved.
Yes, leverage would explain a lot.
I think it will be important as the players begin coming to trial to be very careful not to deal harshly with those who are are blackmailed into things. But I think it will be even more important to not allow the truly guilty to escape by playing the “I was leveraged” card.
I’m sure that many are setting up for that now.
