Traveling clockwise, the Beltway is designated as the "Inner Loop"; traveling counter-clockwise, it is designated as the "Outer Loop".

Seems logical in a way. Clockwise, the lane would be closest to the city and thus the inner loop, whereas you are on the outside lane and outside loop when traveling counterclockwise.
Although normally, I’d consider both directions the same road and the whole thing the outer loop.
