If a builder builds a house for someone, and does not construct it properly, and the house which he built falls in and kills its owner, then that builder shall be put to death.

Should this Old Testament Law be applied to dogs in our current world, now and today? (Other parts of this OTL refer to financial repayment as well in other similar situations, is this a doable item with insurance?) Is this what you believe would work?

I am looking for solutions, or procedures to find solutions.
