There was a similar sentiment noted in the Wiki leaks emails. I don’t think it was targeted to black people. Just wanting to keep the people dumbed down and controlled sort of thing.
Might try to do a search for that using the date in the Q drop? HRC is not above saying that, in my opinion, but there is no other evidence that she did.
