There is probably some of that too. Checking to see what they can get against Trump or members of his administration. Dirt, plus an idea if Trump was on to any of the scams in a way that put them at risk.

In sundance vernacular, Title 1 is FISA, which is always intelligence, with a warrant in case evidence ever wants to have a chance in court. FISA warrants are NEVER shown to the defendant, only to the judge.
Title 3 is really Title III of a totally different law, Omnibus Crime Control and Safe Streets Act of 1968. That is the criminal wiretap section of law.
