In sundance vernacular, Title 1 is FISA, which is always intelligence, with a warrant in case evidence ever wants to have a chance in court. FISA warrants are NEVER shown to the defendant, only to the judge.
Title 3 is really Title III of a totally different law, Omnibus Crime Control and Safe Streets Act of 1968. That is the criminal wiretap section of law.
