So what was the MOAB? What’s the consensus?
In order for this sting to work, the number of people on the inside must be carefully minimized. Every insider is a substantial risk of leaking, and inadvertent leaks or tells are more likely in a sting that takes a year to play out.
Leverage. IMHO it is pretty clear that Mueller was pretty much forced to act for the good of MAGA, albeit not ultra voluntarily.

Even if he is working right now as a white hat he will have always been a black hat in the past. He has been as dirty as they come. Many innocent people have been his victims. He has even been involved in using phony charges to get Republican members thrown out of congress at crucial times.

Mueller has a long career of benefiting from and covering up/protecting criminal activity. Likely not Satanic, but greedy SOB, leveraged to help, but not necessarily trusted.
