The way he said it, the word took on another flavor in the repetition.
There is a wonderful parody of the Baroque cantata by Peter Schickele called “Iphigenia in Brooklyn.”
The end of the recitative has the singer singing with the text, “Only he who is running nose.”
The aria following that recitative introduction, takes as its text “running knows.”
But everyone listening is howling because they are hearing instead, “running nose” repeated over and over.
I think POTUS may have done a similar word play with the words “Reign” and “Rain.”

My reference to “raining violets” was misheard as “reigning violence” but do not remember which book, movie etc it was from. One group of people heard one the other the other. Wish The source would come to me.
