FWIW, in OKC following the bombing, there were survivor families who had been sent money care of Red Cross, which was specifically supposed to go directly TO those families.

The RC took it.

Big flap in the papers at the time.

During the Battle of the Bulge, Salvation Army delivered hot donuts and coffee to the front lines, to the troops. Red Cross was 10-15 miles from the front line.

Same last fall in south Texas after Hurricane Harvey
