Define smuggle? Moving things from one place to another that aren't supposed to be moved. I.E. contraband.
What is smuggled: Given the list of Red Cross countries and ...... (six dots/relevant?) it sounds like nuclear tech/weapons/uranium?
What funds are used to pay for the goods? Oil? Sex slaves? Human organs? "These people are sick" may be relevant to determine.

Just elaborating on the ruminations about the Red Cross. After Hurricane Harvey last year a son-in-law was working both National Guard and FEMA. Daughter and son-in-law’s church was very involved in gathering donations and daughter drove a truck pulling a horse trailer down with the donations. Red Cross attempted to commandeer the private truck and trailer and trash many of the donations. Daughter’s kinda a pistol, got right back in their face and began backing away. Red Cross attempted to get a county sheriff to arrest her. Daughter got out of there, got her husband to head over from 2 counties away (thru floodwaters) and they found a couple of churches to help distribute donations. In all there we 17 tractor trailers of donations from their north Texas church and with each trip the Red Cross gave them hell. From the churches and businesses in the flooded area there were several nasty stories of Red Cross throwing donations in dumpsters, begging for real cash dollars and the goods given out by Red Cross were said to be of far poorer quality than what was thrown in the garbage.
I babysat my grandkids while my daughter was driving back and forth with donated goods from north Texas to south Texas. I did not personally witness these things but I did get the questionable privilege of listening to daughter gripe about Red Cross waste every few days when daughter returned from distributing donations. When son-in-law came home he had even more sad stories.
First gut reaction? RC is smuggling humans with CCF funds gathered in the name of RC.
