OK. Yes, the port was closed early in Clinton’s Presidency. He was very anxious to see this deal go through. However, concern was raised and a judge ruled it was too rushed and ordered public hearings.

Then somehow or other the port was signed over to the City of Long Beach, who turned around and leased it to China with out any national security review.

Lanny Davis said there just didn’t seem to be any need for that, so it wasn’t done.

IIRC, that was also around about the time of the “no controlling legal authority” on Chinese donations to political organizations too.
