Threatened to cut off funding for something is my guess. That’s pretty much the only thing that motivates those people.

Trump threatened to federalize the California National Guard. Brown had no choice but to cave -- or attempt an overt rebellion against the president, the federal government and the Constitution.
Look up "Civil War 1861-65" to see how it turned out the last time.
