Congressman from Texas? James Wright, or something like that?

Yes that was James (Jim) Wright from Ft. Worth, Texas and I believe speaker of the house. He showed up at speaking engagements with boxes of his "book" which was 10-12 pages of his musings. Cost him hardly anything to print and sold them for inflated prices. He was forced to resign when he got found out. Likely other things besides the book deal but don't remember offhand.

Rush Limbaugh used to call him "Fort Worthless Jim" -- IIRC a large chunk of the manufacturing for the F15 was done in his district.

The biggest scandal about him I can recall, is that his chief of staff had been hired *AFTER* being convicted for ...either killing or severly wounding someone by repeatedly hitting them in the head with a hammer, if I remember the description correctly.
