I am looking at a few new options, and would like some input.

Yeah, that’s about 3 times my budget. As for Chromebooks, I deeply distrust Google.
How little do I need? My desktop is running Vista on an Athlon64 X2 dual core with 3 gigs of ram. There is a whopping 55 gigs of data on the 186 gig HDD. The laptop had its HDD replaced 4 years ago, and it’s mostly empty too.
Like I said, a power user I am not...
What programs do you use? That would give us some guidance.
wordpad, paint, google earth pro, brave, opera, firefox, ie, canon photo utilities, XPS viewer etc. A couple of malware, cleanup and anti-virus programs.

Mirroring what I think most here have said, out of your options presented, the Dell #4 is likely your best option. Ok all-around specs, and the best processor compared to the others is where you’ll possibly notice the difference. Toughbook is kinda pointless unless you specifically want the hardened device, but given the other options, I don’t think you do. The Mac will be the most difficult on you. Once you get used to all their quirks and UI and whatnot, they’re not bad, actually have several features that Windows doesn’t. But I don’t find them to be user-friendly or intuitive at all. And, they’re generally about twice as much as a comparative Windows computer.
If you’re willing to go close to $1k, Sager is probably the best choice for a new laptop. They’re designed as gaming laptops, but they do all the basics just fine, and the gaming orientation means anything you end up wanting that’s somewhat gfx intensive will be easily handled.
It does look like the major consensus is for the Dell.
I will take this and other info into consideration.

Win10 has never NOT been ok.
It’s like hearing some old fart bitch about how “these modern, fancy motors are crap! You can’t work on ‘em and they have all that smog stuff.” All while these modern engines are outputting 500+ HP at the wheel and running for 200,000+ miles. And making 20+ MPG. Yeah. Real crap.
So I have to wait a few seconds more for a page load. It’s not a gaming notebook so I guess it’s what you intend to use if for.
I don’t do gaming. I’m a web developer and I can’t work with obsolete tools.

Why would you want a bulky laptop? Why not get an iPad? I carry mine all over. Id feel burdened by a laptop. Three times a year I come upon some obscure necessity for which I need a computer and I do without. Like making a photo book from some specific company, or clicking some links to sign some primitive school program. Everything else I ever do is on this IPad Pro. Its gorgeous, convenient, and doesnt get hot or bulky. You dont seem to do any gaming so why would you want the laptop?
Im saving up for that. Mine will be rainbow colored with glitter and bigger boobs than yours.
