A few other wild-assed guesses.

1) Q & company did not offer her a deal, but offered to hold off on lowering the boom, pending full sentencing if she behaved herself. Instead, she went after Pompaeo.

2) By dropping a dime on Pompaeo, Q & company now have her on blackmail.

3) Q is taunting her over Monica Lewinsky.
