If you wish to read something into the capitalization of H, I have another possible interpretation:

The White House has been called “the People’s House” in the past. Isn’t cleaning the immediate staff of the White House, to prevent leaks and the like, of paramount importance?

Could the “H” refer to the White House?

I think it does. In that context it makes no sense to go sideways into Paul Ryan's house.
