Indeed! Southern Supreme Court members outnumbered Northerners five to four. Didn't amount to much. Northern states refused to accept their rulings that they didn't like.
Besides that, the Supreme court couldn't create laws out of thin air back in those days. It was a lot less powerful then than it is now.
