I sort of actually agree with that..... but I THOUGHT it was the Dem Congress then, not Reagan who did that bit of horribleness.

It was a Federal court ruling, instigated by ACLU on the grounds of incarcerating people against their will without being convicted of a crime.

No more asylums DO = more homeless, but some awful bad shit was going on in asylums, too, for many decades.
