Pretty much an academic point, really. Consider if there was enough evidence of a state crime, like murder, and indictment by a state DA. All sorts of possibilities.
Generally figured that for federal offenses, there would not be an indictment - but if the allegations were serious enough, the order of procedure would be irrelevant for practical purposes.
If Mueller finds something he thinks is criminal, he will not indict, and it is contrary to DOJ rules that he even apprise the public of such a finding.

don’t think the population of the island would require a large sewage systems. Septic systems would be sufficient.

Small islands (larger and w/more populace than Epstein’s) in the Caribbean technically use cesspits. The geology is not conducive to a septic field as we have them here. I know that on Bonaire, for example, the cesspits were pumped regularly and the effluent sprayed into caves at/below the waterline (In a Marine Park, no less). Then, the Netherlands set up a treatment plant....can’t recall when. Last 18 years or so, perhaps.
Epstein _could_ have a small treatment plant. He has a lot of visitors there.
Would a state-of-the-art private treatment plant stink? My system is a 1300-gallon double tank/pump set up with a large sanitary field. (my business uses a lot of water.) Pumped every 3 years, but the specs I’ve seen say that for 2 people, 7 years is the capacity (do the math...he’d need on-site pumpers used more often). Again, I use and dispose of a lot of water, most of it containing exhausted dye residue.
Even right around the main tank, there is no odor as long as the cap is in place. Field is well-constructed with no ponding or odor.
