That is a civil law provision, not a criminal provision.

Statute of limitation varies. See A Section 1983 Primer (5): Statutes of Limitation | Nahmod Law.

I haven't checked the cited cases, but the work appears competent on a brief study.

Many 1983 cases involve personal injury and/or incarceration. I haven'tlooked for 1983 cases based on snooping, but the snooping statutes have their own separate civil actions. The FISA one is toothless faced with state secrets.
