Attorney General Jeff Sessions may have declined calls to appoint a second special counsel to investigate the FBIs behavior during the 2016 campaign, but the man he has picked to lead an internal Justice Department review is a special counsel in every way but name.
John W. Huber, the U.S. attorney in Utah, can convene a grand jury, issue subpoenas, collect evidence and order witnesses to testify all the usual powers a federal prosecutor has as he delves into whether the FBI abused its powers when it sought permission and then carried out wiretapping of a Trump campaign figure, or whether it trod too lightly in pursuing questions about Democratic presidential candidate Hillary Clinton.
Mr. Sessions said the facts of the FBI situation dont yet rise to the level of demanding a special counsel, but Mr. Huber is as close as can be.
He will have the full authority of a federal prosecutor, said Richard Painter, former chief ethics attorney for President George W. Bush. If he looks at this and finds someone in the DOJ lied to a government official, he would be able to convene a grand jury, compel testimony and even prosecute them.

So re the IG delay, it’s likely that the interrogation of McCabe led to other avenues which needed to be investigated.
Sitting back and waiting to see what develops is not aways the best thing to do.
For example, Rod Rosenstein signed of on a bogus FISA warrant application. That's the same Rod Rosenstein who is the DAG, and who is Huber's boss.
Sitting back and waiting to see what happens and to not complain about that is not the best course of action. Do you disagree?

The nabobs of negativity who are loudly screaming AG Sessions isn’t holding enough press conferences telegraphing his actions to satisfy them are now resorting to falling back on a single word to yap loudly their unhappiness again.
The train has already left the station. Cong. Bob Goodlatte already admitted the existence of a grand jury empaneled in an interview last week. John Huber is a busy prosecutor. He’s not sitting around examining papers. Prosecutors prosecute, not paper push.
All these DOJ folks: Strzok, Page, Ohr and probably James Baker among others have flipped and are testifying to save themselves from long prison sentences.
Try to imagine how many indictments other than their own this will total.
It’s utterly mind-boggling how big this corruption case will spiral but we have so many FRiends here who are not only clueless but insist on attempting to win over the good people who knew AG Sessions wasn’t napping.
There’s a real plan here and when the first part of the DOJ Report comes out this month, maybe they’ll get a clue. Maybe.
How long did it take you to pursue all your successful prosecutions?
Hurry up and fail by blowing the whole case is what you are seeking.

You can be assured every convoluted theory will not contain indictments, because there wont be any.
A real Investigation starts with satellite parties that lied (Huma, Cheryl Mills, Podesta, etc) being charged and letting them stew.
None of thats going to happen because Sessions thinks Hillary is above Prosecution.

to issue indictments do u not understand?
I don’t recall Muller issuing a “report” before he indicted Gates, Manifort
and Flynn.
Huber has had the IG files for months.

Well, the answer may partly lie with where is the witness testimony before Congress of Peter Strzok, Lisa Page, both of the Ohrs, etc.?
Testimony of witnesses remains sealed with indictments until the case is ready to be publicly unveiled. The indictments move up the ladder to bigger fish. They are not entered publicly with a press conference to see the endgame finish there.

All of the investigated perps were entangled with McCabe?

I expect that phase 1 of the IG report will focus on McCabe.
Reason McCabe is busy GoFunding himself - he knows the score.

I expect that the IG’s report should focus on Comey, who was “written up” by his bud RosenWeasel in order for Trump to fire him.
November 13, 2017 letter from AAG Boyd to Goodlatte refers to USAM 9-27.000 : Principles Of Federal Prosecution, and allowing AG and DAG to evaluate and manage the caseload.
There are constitutional and statutory issues of jurisdiction, and IMO, the shuffling of manpower and other activities necessary to manage this caseload will be non-trivial.
Because the press is going to label the activity as partisan, there is a PR element involved here that is usually absent from bringing a federal case.
I think the timing issue is mindful of all that. While there is no legal or even "roll 'em up to the big fish strategy" barrier that I can see to indicting (pick a player or six) today, there is some value to waiting until the bigger picture comes into view.
This is much more complicated that getting to the bottom of whether or not and when Nixon knew of the Watergate breakin, and whether or not he abused his authority to advance a coverup.
Comey too.
There is a scenario where Comey becomes the biggest flipper of all, and directly threatens Obama.
We await that move.
