Congress is a pain, alright. Paper ballots might help. Technology is a war within itself, proving it can be manipulated easily, by many opposing forces, all battling it out in the WEB. (Perfect name, for the cursed thing.)
We need to be careful about how we structure the use of the net so that we do not fall into the non-structure of mob rule. The Founders were very meticulous about seeking to spare us that. They built in potential strife at every level, also known as “checks and balances” so as to keep it very difficult to get anything done! Just my thoughts.
I think limiting the length of bills/laws and limiting the areas it can address.
