When a person bears a child outside the country the embassy contacts the state of residency of parent to register the birth. ( usually by cable) The birth certificate stays with place of birth. HI was in the habit of issuing many of these certificates, because babies were not always born in local hospitals but in one of the homes on the many islands that make up Hawaii. Therefore because they were trying to show larger population for statehood, they were very lenient Even the empower of china had a HI certificate of birth.
I have no certainty about anything that happened.
But, tantalizing items that have been related include:
- the laxity of HI certificates of birth that you mentioned
- A strange conjunction between Loretta Fuddy, Soetero Sr., and Subod
- Her deliberate foot-dragging on BC records requests
- Her somewhat suspicious death in the soft-landing plane crash that everyone else survived.
- The seemingly obvious forgeries in the finally produced Obama BC as explained by Arpaio’s investigators
