Are we sure this is going to work? There was legislation forbidding construction from DOD in the bill. Is this an over ride?
I am so confused!
Since Trump declared a national emergency on December 21 he can over ride anything in bill except the military allotment.
The plan is in action.

The presidential declaration of emergency gives him discretion to spend as needed, since this is an omnibus bill, not a “budget” as defined by the Congressional rules of order.
We will soon see whether this has legs. Apparently people have posted photos of the wall being built now.
