Maybe. My first reaction is that this is unrelated. IIRC, the EO was asset freezing of named actors. This case is an arrest and indictment.

Internationally, under the EO, yes, for sure. Involved in the Raniere case? Not in the four corners of the indictment, but maybe just outside.
Plenty of MKUltra types out there these days. The Unabomber was a victim of MK Ultra, and there’s some suggestions that Manson was also. CIA blowback hurting innocent people.
