Not sure. Gramm - Rudmann is still on the books, it it has been ignored for decades. Perhaps Trump has found a way to put the screws to some discretionary spending, but we will have to see.

But one thing to keep in mind is that defense spending is also discretionary spending. So if Trump implements this, it also affects the same defense spending the President Trump just lauded as the only highlight to the omnibus.
