The Omnibus prohibits adding more border control agents. This one's easy. No additional border control are needed. Just take up Sheriff Joe's propose flooding of sanctuary cities and direct them to border patrol ops. Block grant states to hire more state border police to supplement US Border Control in the enforcement of the border. Rapid response teams managed by state law enforcement can rush to a point in the border wall where an attempted breach is in progress.
There are dozens of ways to get the job done that don't trigger violating moronic Omnibus prohibitions.
