What part of hiring 100K civvies, basic’ing them in the COE building the wall while training for their best-fit position in their chosen new branch after a year, producing near-instant readiness, don’t you like?

I didn't read the entire 2,232 page bill, and I am not sure what you are talking about.

Here is the PDF of the entire bill that is now law (because President Trump signed it):

Multiple new reports, and multiple GOP House and Senate members have confirmed that this bill prohibits contruction of the border wall.

Here's another:

The measure does include $1.6 billion for physical barrier construction along the U.S.-Mexico border, but prohibits a concrete wall in favor of secondary fencing and 33 miles of new barriers.

That's it.

No agency, including the Army Corps of Engineers, ain't building the wall. Not under the guise of training, a flood plain,or anything else.

Some fencing repair, and some new "barriers" for 33 miles.

No more.
