From what I can gather, Obama tried to slip it into the following:

But it was rejected by Congress. Why? Because his mother-in-law was not a federal employee. That is when we heard about it and assumed that it had passed, however it had been rejected. So, she ended up not getting the payout as Michelle intended.

I had no idea Congress could overrule an EO....
Right now there is a lot next door to us being prepared for house construction and I am busy learning
