A friend of mine who worked in China on a temporary assignment told me the government uses measures like this to improve public manners and cleanliness. He said it was common to see people in the streets conducting themselves like pets and livestock. Public urination and defecation were the norm, and people would blow their noses regularly even though they had no tissues or handkerchiefs.
Those people and their behavior are the fruit of years of trauma under Maoist communism.
