If I understand things correctly, the original creation of SES is an EO. Trump can get rid of it w/one of his own. It is now, since zer0, running off a regulation. Whatever agency is onvolved, if it now has a new Director, that regulation can be erased or changed.
Apparently it’s not that easy or Trump would have already done it. SES was established by Civil Service Reform Act of 1978 and signed by Carter. Additional info below:

Yes, that’s right, the Deep State is an official government program, well-organized, comprehensive, and “in charge.”
Out of the 8,156 members who make up this Deep State of ensconced bureaucrats, over 7,000 were appointed by Obama.
Trump did mention in his speech the need for making it easier to fire government employees. I’ll post more info to threads as I run across them.
