I did not do a complete search, but the use of Military Tribunals are "implied." And yes, implied does not make it so. The use of tribunals is mostly found in the "conversations" surrounding the posts.

Yes I understand that Military Tribunals have been “implied.” I not trying to beat a dead horse here, I’m only thinking out loud about how we get to MT without having the masses see a coup. Please understand all us here would applaud seeing the lot in Gitmo but John Q. Public
