The / one connotation is that the tribunal is the (only) way for mil to investigate rogue (seditious) agencies.
Am thinking that issue alone . . . is the reason for the use of tribunals. Repeated 1,000 times, corruption too deep in all agencies. Which make sense to me. Growing up we knew communist factor were infiltrating our government. Last 10 to 12 years never heard once (maybe a little about Muslim Brotherhood) bad actors infiltrating our government. Its got to be deep.
