No, the bridge was still under construction.

They were doing some kind of stress test at the anchor points (where the cables would be attached—it is a cable stayed bridge when finished)

The crane lifted the bridge at one of the anchor points.

The latest is that the anchor point fractured, and the bridge dropped, cracking and collapsing it.

Why they would be doing any kind of live testing with traffic underneath is not known now.

The bridge section was constructed parallel to the roadway, then moved around 90 degrees and lifted into place last weekend.
