VA is the designation for a fixed wing attack aircraft.
From Wiki list of inactive Naval Air squadrons:

WWII battle of Leyte Gulf.
VA-8A is only sorta VA008. Humm. Baron...Clowns...

OK-I have no knowledge if there is any connection to anything, so this is all just probably me just trying too hard and reading into the Q puzzle. Baron Trump exists, and the CIA are Clowns in America, so this is coincidence, its too obscure to link with a defunct Naval Attack squadron.
Adm. Rogers was was born in 1959, I do not think it has any thing to do with him, he was fleet, not brown-shoe/naval aviation.
We also have an indication somewhere else the “Q” has to do with a security level at the Nuclear Regulatory Agency. (Or maybe Quidam works for the Govt.)
