No. Putin was talking about a nuclear powered cruise missile, which is a real thing, and the tech for that was probably transferred as well.

Putin's thing sounds like a true missile. I suppose any rapidly moving object could fall under that term from a rock from a slingshot to an ICBM.
I just don't see the 'rods from God' being in that category for some reason. Might be my unique noggin.
