Same EO appears at 82 FR 60839. I see no expiration on that EO.

There is also EO 13823: Protecting America Through Lawful Detention of Terrorists, a GITMO related order.

Public health emergencies expire after 90 days. The opioid crisis was noted in a "national health emergency EO." The human rights and GITMO EO's are not national health emergency.
