Don’t voles travel in underground tunnels? How does the netting prevent them from tunneling under the netting?

I have to put a different kind of wire netting/fencing at the base of the garden along with old cardboard and backfill with soil/peat etc etc.

I also found four large wire waste baskets at dollar store and will do a couple of my exotic tomato plants in them. Stick them down in the ground and add soil/plants.

It's the birds/deer/rabbits that the netting will keep out.

This will be the first year for a community garden at our apartment project. There are a lot of us seniors so there should be a wealth of experience available.
