Could be. Part of Q's crumbs say that there is a very real War going on....right now. Part of that war is between the NSA under Admiral Rogers, and the CIA. The CIA has basically been rouge for decades. No matter what the Administration in Washington, it is still rogue.

Snowden is a CIA agent, and he his whole disclosure of NSA secrets was not out of some altruistic yearning for freedom and liberty. The operation was for him to disclose the secrets, raise public outrage, and hope that the NSA was disbanded. Snowden is still acting as a "Clown" (Q's term for CIA) in Russia. Snowden helped "hack the election" from Russia, with the goal of electing Hillary and framing Trump.

When Hillary won, Snowden could leave Russia, expect a big payoff, and go wherever he wanted. But Trump won, and now he is stuck in Russia.

The NSA/CIA war looks like it is a gladiator battle. To the death.
