HRC and Obama allowed ISIS to develop-totally ignoring General Flynn’s warning. Weapons were smuggled through turkey for use in Syria, and those weapons wound up in the hands of the terrorists.
Like DJT said - HRC and Obama really created ISIS - an offshoot of Al Queda. Were there any other people involved - to be sure, do we know them all now - not yet.
So I don’t rule out CIA involvement, but that doesn’t mean the entire group of CIA - just the fellow RICO conspirators.
To me, mamy of these terrorist groups are more like mercenaries. They work for whoever pays the best. The crooks and criminals(RICO) network set out to topple several governments in the Middle East.
In typical fashion, people with contacts of dissident groups explore their willingness to revolt and fight against the government that is targeted. Then they give them weapons, and sufficient money to do what needs to be done.
When the civil war is over, they bring in a puppet Leader who signs leases over to the crony companies involved with the network to pump oil, mine whatever, smuggle drugs and people. The network steals any money and gold that the deposed leader has and splits the spoils of war.
Use the Clinton Foundation and launders the money to share among the rest of the RICO gang. They have operatives in major positions of the government to help cover their butt.
Certain members of the CIA and FBI are part of the network. Various members were out of control in the past, and now it seems there are members who are even worse.

There are several photos of McStain with various jihadis including actual ISIS bigwigs, Q posted one very recently. What was McStain doing there? What was he arranging, or what deals was he doing with them?
