Not surprising. What they alledgedly did is illegal because it was rape, not specifically because they were cops and tye victim was in custody . In what case is rape ok such that we they should only outlaw specific situations of rape? Easier to make ut illegal to rape across the board.
In a prison it is against the law for a corrections officer to have sex with a prisoner. It has been determined that a prisoner is not in a position to give consent to sex to a corrections officer. Twenty states have also extended this law to police officers and to those in their custody for the same reasons. If one cannot grant consent then any sex with the individual is automatic rape regardless of the situation. This is the same as sex with a minor, a minor cannot consent to sex.
