I believe he was part of a Canadian group called The Vindicators. They had a sasquatch version of Hulk, and I think Logan may have been involved with them at one point.

Vindicator was kind of their leader and yes the Wolverine/Canada backstory was the ‘hook’ for getting them involved in the X-Men and later, a short-lived title of their own.
