Simply put, though, 60 votes is not mentioned in the Constitution. Supermajorities are specified for Amendments and Impeachment, not for the ordinary passing of bills.

Article I, Section 5, Part 2: Each House may determine the Rules of its Proceedings.

That’s gives each House the constitutional authority to set a 60-vote requirement as each wishes.
