Ann Coulter says it's unconstitutional to require supermajority for budget. Is she right?
If the democrats controlled House, Senate, and Presidency, and the Republicans tried to filibuster some legislation they really wanted, do you seriously think they would hesitate a millisecond before ending the filibuster?
Remember how the filibuster rule about voting for confirming judges got nuked by Reid during the Obama administration? The filibuster is only effective against Republicans, mainly because the GOPe only wants to pretend to oppose the globalist agenda.
My suspicion is that it gives them an out on why they do not pass legislation that is good for the nation but bad for the swamp. We have known it for a long time, but at long last, we have a champion in the White House and light is shining on the truth.

I don’t know if using the word unconstitutional is correct but my recollection is that other CR’s were passed with 51 votes.
This looks like RINO theater. McConnell can orchestrate this how he chooses. I suspect he’s up to something nefarious.
About 200 and 30 years ago. Cloture has been part of parliamentary rules for a long time.

Its unconstitutional in the sense that the Constitution does not provide for it and blocking legislation authorized by the constitution via an artificial requirement to pass laws in contravention of Art I makes it unconstitutional. Ann is quite right.
Rules of the Senate applies to both sides. It takes a cloture
vote to end debate which is currently 60 votes.
I think there may really be a movement to cut this threshold for budgets. It’s almost an historic event when a budget is passed these days, and that is not good for the country. Auto-pilot is not Democracy.
If they changed their rules to a simple majority, they'd get 51 votes. Many are hiding knowing it makes no difference.

I think he actually did have 50, because several Democrats voted for it.
My deep rooted cynicism wants to see how many of those Ds would REMAIN a ‘yes’ if the rules were changed with the ‘Nuclear Option’ in place.
As it is now, those that NOW say yes can go home and say they ‘stood up to the party’, but the real test is how many stay on the R side should a change occur???

That’s gives each House the constitutional authority to set a 60-vote requirement as each wishes.
Majority rules only applies when the Rats are the majority.
McConnell should have gotten rid of the filibuster rule a year ago. But now that the 2018 elections are only ten months away, he should keep it so as to make the argument that we need 60 GOP senators to enact Trump’s agenda, or indeed, to get anything done at all.
It’s definitely extra-constitutional, but not IMO strictly “unconstitutional”.
Still, it is complete BS for the GOP to go along with the farce that they somehow need 60 votes to get anything done.
