What she’s saying is that it’s the Clintons (and 0bama and the DNC) who worked with the Russians.

We know that Steele got at least some of his “information” from Russia. It’s still the Democrats who recruited him and who paid for the disinformation. But they’re not the ones who collected it. That’s Steele, working with the Kremlin.

IOW, the Russians (among others) were the ones who made it up. The Democrats were the customer, not the provider, of teh dirty “information.”

If the Steele Dossier was anything but a US intelligence disinformation product, the FBI would have tried to verify some of the details in it. By Comey's own admission in sworn, public, testimony before the Senate, he admitted that the FBI made no attempt to verify the Dossier, as late as March 2017.

If the Dossier was a Russian product, its contents would have alarmed US counter intel enough to at least attempt to see if it was true. Instead, people in NatSec Div DOJ and Counterintelligence at FBI referred to it as an "insurance policy." You don't refer to potentially compromising intel on the next President of the United States in that way, and you don't fail to investigate it to the fullest of your ability, unless you know there's no point in doing that because you know it's a fabrication.
