UFO is seen visually. UFO is seen on radar.

It clearly has no objection to being seen.

So, why does it bother flying away?

IMHO, these UFO's are not craft with intelligent life in them, the UFO's are the intelligent life.

We have life that lives underground. We have life that lives deep in the ocean where it's dark and cold. We have life on the surface. We have life in the air. We have life living in places we used to think impossible.

Why would we not have life living in the upper atmosphere and the edge of 'space' ?

Hard to say. They have been chased by high performance military aircraft so maybe they are shy... I am inclined to believe they are a breakthrough earthly technology slowly being brought to light. Or to confuse the issue. Honestly, I don’t know, and I don’t know how we could determine why we get reports that they just fly away. They have flown away in my experience but only once from fighter jets.
