It is called a 'keg' meter. And yes, it is a data collector for 'smart meter'. Really, that's all it is.
Please don't fret over it. You are probably being converted to smart meters for all your water, electric, and gas very soon. Different companies have different styles and as technology advances they will look similar, but different.

We have three smart meters and all out power pines are underground. No units like that here, I think smart meters communicate over the power lines.
Looks more like a DAS antenna to me, see posts 45 and 57.
